According to the Sheffield Star Pompey boss Paul Cook is eager to permanently sign the versatile defender after impressing in a loan spell at Fratton Park last season.
Freeman, 25 has been placed on the transfer list by new Sheffield United manager Chris Wilder and is keen to trim his squad to allow new faces join his team.
It is believed that a move to the South Coast club would have already been completed but a contractual issue has seen this move haltered and isn't clear if or when it will be cleared.
