McCabe, who sacked former manager Kevin Blackwell after just two games and then had to replace his successor Gary Speed with current boss Micky Adams in December, also cited injuries to key players such as Chris Morgan and Darius Henderson as key factors.
The Blades board have already admitted the club relied too heavily on "a short-term fix" and McCabe said: "We won't permit flexibility of the cheque book for loan players. Looking back, that's been one of the major problems. We've made it an easy fix.
"I should have been more mindful of that on my part. I should have been more questioning of the managers.
"But I'm not blaming any one individual or any of the players who have come in on loan for what's happened. That wouldn't be fair or right."
"My colleagues tell me we've used over 70 players in two years and that's not healthy."
