Chairman Brian Mawhinney said that clubs who fall into administration will be docked points or possibly relegated.
Third Division clubs will have wages capped related to turnover with other divisions following suit for 2004/2005.
And Play-Offs will be expanded from four teams to six from next season if, along with other proposals, plans are ratified at the league AGM in June.
Unsurprisingly Leicester City have slammed a new Football League proposal to deduct points or relegate clubs in administration.
The Foxes, who spent four months in administration up until February, were the only club to vote against the plan at a meeting of all 72 member clubs.
"It could put clubs out of business," said Foxes chief executive Tim Davies.
"Leicester were within 24 hours of going out of business and we needed that factor of possible promotion for our investors to raise money."
