Sunderland were believed to be the top team to snap up this young talent but Francis, who lives in Nottingham is keen to link up with former Bantams Ashley Ward, Andy Gray and Stuart McCall.
The 19 year old spoke exclusively to the Bradford newspaper Telegraph & Argus: "The club have left it up to me which one I go for and I would rather choose Sheffield United.
"It would be a good move for me for several reasons, my family, location and I also believe there would be a better chance of playing regularly.
"Obviously coming from Nottingham it is nearer to my family home and they are really excited about the prospect of me moving to a club like Sheffield United. They were also the first club that showed an interest in me. Even last season when we played them before, Nicky Law was saying that they were watching me."
Francis, according to the Bradford paper played his last game at Valley Parade in that 0-0 draw against Wigan Athletic, a result which as already helped the Blades out.
He added: "It's been difficult because the club are in administration and are going through a hard time. As much as they don't want to sell me, they aren't really in a position to turn it down.
"I'll have nothing but good things to say about Bradford. And I can't thank Nicky Law enough for bringing me through into the first team last season when I was young.
"I didn't think I was ready for it but by the end of the season I felt I did well. Now hopefully I've nailed down a regular first-team spot and believe I'm playing some of my best football.
"I just hope that Bradford can stay up. We've played well to win the last two games and we've got to keep that going."
Ironically the Blades face Bradford City next Saturday at Bramall Lane though should Francis sign before then is highly unlikely that he would be allowed to play.
